Buhari Cabinet: How Delay In Key Appointments Is Already Hurting Governance

President Muhammadu Buhari’s delay if announcing key appointments in his cabinet is said to be seriously affecting the government businesses.

It has been almost a month since the inauguration. Buhari has recently asked Nigerians not to rush him with naming ministers. Several days after the transition committee report had been handed over to the presidency, indications emerged that the appointments were not far off.

Amid the lingering crisis in the National Assembly and with House of Representatives plenary adjournment till July 21, the move might be delayed for one more month.

Premium Times reports with reference to top officials that the situation is already hurting the smooth running of government businesses.

A federal permanent secretary, who did not want his name to be provided, revealed:

“The country can ill-afford further delay by the President to make these vital appointments. From the presidency to the ministries, departments and agencies, everything has come to virtual standstill.”

Another source said:

“Since the President assumed office on May 29, he has embarked on series of foreign trips and held several consultative meetings with various world leaders on a number of important issues bordering on security and economic development.”

“In the absence of the SGF, there has been no one coordinating and pushing for implementation of the resolutions, decisions and agreements from those meetings and visits for government.”

Presidential spokesman Femi Adesina on Wednseday dismissed the allegations saying that absence of appointments was not negatively affecting governance:

“Business need not be grounded at MDAs because the permanent secretaries and other technocrats are in place to take decisions. It is the prerogative of the president to make the appointments. He will make them (appointments) at the fullness of time.”

However, reliable official sources disagree. The permanent secretary explained that in the course of the international trips “there is so far no one coordinating resolutions agreed at those meetings. It is also difficult for key agencies to link up with the presidency to provide briefings on diplomatic and economic issues.”

Another official said:

“The permanent secretaries cannot do much. They are looking up to ministers, or in the interim an SGF, who could give them direction on policy issues. A lot of files are pending attention, particularly on the economy and budget, which they cannot handle.”
